Dear sir.

If you are in need to purchase a new issue bank guarantee and the contract is (or you want it to be) for $10B, then you need to have exactly that amount in your bank account. Banks who issue the new issues do not sell the BGs at discount. That is not how things are done. So, if you have a project in need of funding, then you are not looking for new issue BGs because most likely you do not have the money. What you are looking for is for an ANGEL INVESTOR who will bring its money, fund your project in exchange for a nice percentage ownership of your project.
